Abstract
Annex B provides in detail the changes to both the domestic and non-domestic Technical Handbooks of Section 3: Environment. Topics covered include site preparation, flooding and ground water, surface water drainage, ventilation, condensation, combustion appliances, solid waste storage and introducing a new standard for building security.

The Scottish Building Standards Agency (SBSA) was disbanded on 1 April 2008 and its functions to administer the Building Standards system in Scotland were transferred back to the Scottish Government. The Building Standards Division includes Planning and Architectural Policy.
